Center Postdoc Tom Karako welcomed Lou Fisher, Constitutional Law specialist with the Library of Congress, and Ben Kleinerman '97, assistant professor of Political Science at Michigan State University and author of The Discretionary President (Univ of Kansas, 2009), to participate in a panel presentation touching upon the often difficult question of whether or to what extent presidents may step outside the bounds of statutory and constitutional law for reasons of national security.
